Farmamundi Organization, with its local partner Heevie Organization, is planning to carry out an independent external field-based review to evaluate the effects and impacts of the Project titled “Ensuring comprehensive health services among displaced and returnee population in the KRI in the context of a global health emergency” implemented by Heevie Organization and funded by the Spanish Agency for International Development AECID. The aim of this final external evaluation is to provide specific and practical recommendations that can be used to improve this and the future humanitarian projects as well as strengthen the accountability processes. This Final External Evaluation is promoted by AECID and Farmamundi.

Farmamundi implements its Humanitarian Projects through local partners as part of its strategy to empower local capacities. Farmamundi together with Heevie, its Implementing Local Partner, are the responsible for ensuring that the evaluation process is carried out as planned by driving and leading the evaluation design and coordinating and supervising its progress, development and quality. Both are responsible for socializing the results, conclusions, lessons learned and recommendations and have a Project Monitoring Committee of 5 persons: 2 from Farmamundi (1 expat and 1 from its headquarters), 1 from HEEVIE (1 coordinator) and 2 from the participating Primary Health Care Centers (PHCC) (1 coordinator per each of the 2 participating PHCCs) to ensure the respect for the humanitarian principles and transparency.

The Project aims to support two public PHCC to ensure comprehensive, sustainable and non-discriminatory health services for internally displaced persons (IDP) in Duhok Governorate and returnee population in Ninewa Governorate in the COVID-19 global emergency context by:

• Strengthen the public health system response capacity during health emergencies such as COVID-19 to guarantee access to comprehensive health care services
• Enhance the primary health care services integrating gender and cultural appropriateness aspects; and
• Disseminating accurate information, breaking myths and rumors to ultimately promote a cultural change based on Right-Holders’ participation, self-care and co-responsibility in the construction of community health

Based on that, Farmamundi and Heevie are willing to invite all the local evaluation teams/firms that are willing to participate in the tendering process for this purpose according to the attached ToR document. The tender process will start on Sunday 18.07.2021, hard copies and/or soft copies would be accepted in English, desirable in Spanish, following the terms and conditions of these ToR. تخطط منظمة فارمامونديFarmamundi ، مع شريكها المحلي منظمة هيفيHEEVIE ، لإجراء مراجعة ميدانية خارجية مستقلة لتقييم آثار وتأثيرات المشروع المعنون "ضمان خدمات صحية شاملة بين السكان النازحين والعائدين في إقليم كردستان العراق في سياق حالة الطوارئ الصحية العالمية" التي تنفذها منظمة هيفي بتمويل من الوكالة الإسبانية للتنمية الدوليةAECID . الهدف من هذا التقييم الخارجي النهائي هو تقديم توصيات محددة وعملية يمكن استخدامها لتحسين هذا المشروع والمشاريع الإنسانية المستقبلية بالإضافة إلى تعزيز عمليات المساءلة. يتم الترويج لهذا التقييم الخارجي النهائي من قبل الوكالة الإسبانية للتنمية الدولية وفارماموندي.

 تنفذ فارماموندي مشاريعها الإنسانية من خلال شركاء محليين كجزء من استراتيجيتها لتمكين القدرات المحلية. تعتبرفارماموندي مع منظمة هيفي، الشريك المحلي المنفذ لها ، مسؤولين عن ضمان تنفيذ عملية التقييم كما هو مخطط لها من خلال تصميم التقييم والتنسيق والإشراف على تقدمه وتطويره وجودته. كلاهما مسؤول عن التنشئة الاجتماعية للنتائج والاستنتاجات والدروس المستفادة والتوصيات ولديهما لجنة مراقبة المشروع المكونة من 5 أشخاص: 2 منفارماموندي (1 من المغتربين و 1 من مقرها الرئيسي) ، و 1 منمنظمة هيفي (منسق واحد) و 2 من مراكز الرعاية الصحية الأولية المشمولة بالمشروع (منسق واحد لكل مركز) لضمان احترام المبادئ الإنسانية والشفافية.

يهدف المشروع إلى دعم مركزين للرعاية الصحية الأولية لضمان خدمات صحية شاملة ومستدامة وغير تمييزية للنازحين داخليًا في محافظة دهوك والعائدين في محافظة نينوى في سياق الطوارئ العالمية لجائحة كورونا من خلال:

•  تعزيز قدرة استجابة نظام الصحة العامة أثناء حالات الطوارئ الصحية مثل جائحة كورونا لضمان الوصول إلى خدمات الرعاية الصحية الشاملة
• تعزيز خدمات الرعاية الصحية الأولية التي تدمج الجوانب الجنسانية والثقافية الملائمة؛
• ونشر معلومات دقيقة وكسر الشائعات لتعزيز التغيير الثقافي في نهاية المطاف على أساس مشاركة أصحاب الحقوق والرعاية الذاتية والمسؤولية المشتركة في بناء صحة المجتمع

وبناءً على ذلك ، تود  منظمتا  فارماموندي وهيفي دعوة جميع فرق أو شركات التقييم المحلية التي ترغب في المشاركة في عملية المناقصة لهذا الغرض وفقًا للشروط و المبادئ الاتية في الملف المرفق. ستبدأ عملية المناقصة يوم الأحد الموافق لـ 18/7/2021 ، سيتم قبول النسخ المطبوعة أو النسخ الإلكترونية باللغة الإنكليزية، واللغة الإسبانية مرغوبة أيضا، وفقًا لشروط وأحكام المستند المرفق.
